Budgeting is a key aspect of governmental behaviour. Research on budgeting has taken various theoretical and methodological approaches, and these differences have prevented scholars from discussing their common topic. In this collection, we have gathered a group of prominent scholars to explore the intermingling of budgets and politics from an assortment of theoretical and methodological perspectives. It highlights not only the breadth of current research but also the range of what remains underexplored. This book was originally published as a special issue of the Journal of European Public Policy.

In der OECD-Welt wird etwa ein Viertel des gesamten Bruttoinlandsprodukts und knapp die Hälfte der Staatsausgaben für den Sozialstaat, also die Sicherung gegen zentrale Lebensrisiken, verwendet. Deutschland gehört dabei zur Spitzengruppe, widmet dem jedoch kaum Forschungsenergien. Die Leistungen des Sozialstaats sind für eine immer größer werdende Zahl von Menschen überlebenswichtig und seine Reformen prägen heute den politischen Alltag. Angesichts seiner vielfältigen Herausforderungen – etwa durch den Wandel der Bildungs- und Arbeitswelt sowie der Familienstrukturen und durch massive demographische Veränderungen – muss dem Sozialstaat künftig nachhaltig größere Aufmerksamkeit in Wissenschaft und Forschung gelten. Andernfalls wird »Sozialpolitik im Blindflug« normal und Sicherungserfolg zufällig. In dieser Denkschrift werden die anstehenden Herausforderungen bilanziert und auf breiter Front neue Perspektiven für eine thematische und analytische Neuausrichtung der Sozialpolitikforschung vorgeschlagen.

This book examines organized interests in post-communist Central and Eastern Europe (CEE), providing incisive analyses in three critically important policy areas - healthcare, higher education and energy. The four countries surveyed – Poland, Hungary, Slovenia and the Czech Republic – afford rich diversity offering broad empirical material available for cross-country and cross-policy comparative analyses. Featuring interdisciplinary research, the book draws together recent developments in the evolution of post-communist advocacy organizations, their population ecology dynamics, interest intermediation, the influence of organized interests and their (bottom-up and top-down) Europeanization. This book will be of key interest to scholars and students of Central and Eastern European politics, interest groups and lobbying, post-communism, transition and consolidation studies, and more broadly to European studies/politics.

Der Fachbereich Politik- und Verwaltungswissenschaft der Universität Konstanz, eine der größten und renommiertesten sozialwissenschaftlichen Einrichtungen im deutschsprachigen Raum, wird 2018 50 Jahre alt. In ihrem Gemeinschaftswerk »Brüchige Erfolge« reflektieren die Herausgeber und ihre Ko-Autoren, warum sich allen anfänglichen Anfeindungen zum Trotz in Konstanz eine überaus erfolgreiche Politik- und Verwaltungswissenschaft etablieren konnte. Die einzelnen Kapitel zeichnen die oft gefährdete Erfolgsbilanz für die Forschung und Lehre nach und beschreiben, woher die Konstanzer Politologen und Verwalter kamen, worüber sie in ihrer Studienzeit gearbeitet haben und wohin sie der Studienabschluss geführt hat.

This book presents a state-of-the art collection of original contributions on democracy, addressing three related themes: the complexity of modern democracies and their structural diversity; coping strategies of democracies in times of crises; and current and potential trajectories and transformations of democracy. The first part of the book maps the democratic landscape by revealing the diversity of democratic political systems, through either comparative analysis or case studies on the specific nature of political and administrative systems in interest intermediation and identity construction. The second part presents articles that investigate the response of democracies to times of crisis, with an emphasis on political economies and policy processes within the European Union. The third part offers studies on democracies that explore their adaptive potential in the context of globalization and in that of broader technical, institutional or cultural changes.

This book applies established analytical concepts such as influence, authority, administrative styles, autonomy, budgeting and multilevel administration to the study of international bureaucracies and their political environment. It reflects on the commonalities and differences between national and international administrations and carefully constructs the impact of international administrative tools on policy making. The book shows how the study of international bureaucracies can fertilize interdisciplinary discourse, in particular between International Relations, Comparative Government and Public Administration. The book makes a forceful argument for Public Administration to take on the challenge of internationalization.
