Prof. Dr. David Garcia and his colleagues have published a report on disinformation on the internet for the Spanish Parliament. This report examines the causes and effects of the phenomenon of disinformation and the mechanisms that can help to combat it.

The Internet and digital development have brought numerous economic and social advances and benefits. However, this development has created a new social and informational context that favours an unprecedented spread of disinformation and acts as a major threat to democratic systems. It is a national security problem that reaches a critical level in situations of great social relevance such as health crises, war conflicts or electoral processes. This can have a negative impact on public goods such as health and undermine democratic processes and institutions as well as fundamental rights. At the same time, the handling is complex as some of these rights, such as the right to freedom of expression, could be restricted if not handled with the necessary caution and precision. The majority of citizens are concerned about this issue and there are clear signs of their defencelessness.
