Evaluating the Policy Success Framework - a presentation in the framework of the Political Science Seminar Series at the Luleå University of Technology

Eva Thomann presents her research "Evaluating the Policy Success Framework: A systematic literature review", co-authored with Jieqiong Wu (University of Konstanz) and Fritz Sager (University of Bern) online at the Luleå University of Technology (Sweden) in the framework of their Political Science Seminar Series.

The question of whether or not a public policy is successful is at the heart of much of policy studies. The policy success framework (PSF), developed in 2010 by Allan McConnell, is increasingly used by scholars to evaluate policy success and failure. However, no systematic assessment exists of how useful this framework is. How “good” is the PSF’s conceptualization and operationalization of policy success and failure for application in empirical research? This paper is the first systematic review of empirical research applying the PSF since its publication in 2010 (n=90), using established criteria of concept analysis. The results show that the PSF is a popular concept that has high utility for practice-oriented description and explanation across regions and policy sectors. However, the PSF also displays logical and measurement issues, related to temporality and the criteria used for assessing success. Our results allow for suggesting fruitful proposals for improving the PSF.
