Im Zentrum des Projekts steht die systematische Erforschung der direkten Kommunikation zwischen Behörden und Bürger:innen. Das Projekt zielt darauf ab ein Verfahren zu entwickeln, mit dem sprachliche Kommunikationsprozesse in der Interaktion der öffentlichen Verwaltung mit Bürger:innen gemessen werden können.
Das Forschungsvorhaben knüpft am bisherigen Kenntnisstand zum Umgang mit gesellschaftlicher Diversität bei der staatlichen Leistungserbringung an. Diese Thematik weckt seit geraumer Zeit das Interesse der empirischen Verwaltungsforschung und ist in der alltäglichen Verwaltungspraxis enorm relevant. Trotzdem gibt es bisher nur sehr wenige wissenschaftliche Erkenntnisse darüber, welche Anforderungen sich an Behörden daraus ergeben, dass sie im Rahmen der Leistungserbringung mit Menschen aus verschiedensten kulturellen und sozialen Kontexten interagieren. Die Rolle der Verwaltungssprache in direkten Begegnungen mit Bürgern blieb in diesem Kontext bisher gänzlich unbeachtet.
Das Projekt vereint computerbasierte linguistische Analysen auf der einen und politik- und verwaltungswissenschaftliche Analysemethoden auf der anderen Seite. Es sind Forschende von den Fachbereichen Linguistik sowie Politik- und Verwaltungswissenschaft an der Universität Konstanz beteiligt.

Linguistic Analysis of Public Service Encounters
The project will systematically study the face-to-face interactions between public administrators and citizens. The project aims to develop a procedure for measuring linguistic communication processes in the interaction of public administration with citizens.
The research project builds on the current state of knowledge on addressing societal diversity in the provision of public services. This topic has aroused the interest of empirical public administration research for quite some time and is enormously relevant in everyday public administration practice. Nonetheless there is still very little scientific knowledge about the demands that arise for public officials from the fact that they interact with people from a wide variety of cultural and social backgrounds in the provision of services. The role of administrative language in direct encounters with citizens has remained completely unaddressed in this context.
The interdisciplinary project combines computer-based linguistic analysis on the one hand and political science and public administration analytical methods on the other. Researchers from the Department of Linguistics and the Department of Politics and Public Administration at the University of Konstanz are involved.
The project is funded by the Cluster of Excellence „The Politics of Inequality” at the University of Konstanz.
