For the digital transformation of public administration, public servants and public employees need new competencies. In our research projects, we investigate which competencies are necessary and how they can be built up so that public servants and public employees can successfully shape the transformation process. We focus on institutional forms of competence development (e.g. digital labs, digital academies), but also on fellowships that help to integrate new competencies and work practices into the routines of public administration.

Open Innovation

Open innovation processes are becoming increasingly common in public administrations. Open innovation allows to use knowledge, experiences and ideas of citizens and users and to integrate them into the innovation process. We explore the processes and forms of knowledge generation that lead to innovations in public administration, as well as the necessary adaptations in procurement processes to make innovations accessible to public administration through non-conventional practices.

Open Collaboration

In order to develop solutions for societal issues, public administration increasingly cooperates with diverse stakeholders such as citizens, NGOs and companies. To do this, it is necessary to publicly present approaches to overcoming administrative burdens and successes, and to learn from each other. We explore how this new form of open collaboration can succeed beyond organizational boundaries.
